On June 8th, 2015 OMB released guidance to the Federal Government mandating that all public facing websites use secure, encrypted connections. https://www.whitehouse.gov/sites/default/files/omb/memoranda/2015/m-15-13.pdf

Moving from HTTP to HTTPS is more complicated than simply adding an “S” to your agencies’ URL. There are many technical and architectural considerations in securing a Federal Government agency’s public facing website. The OMB memo outlines some of the challenges and cost centers in securing public facing websites.

Using NetScaler in your Federal Government website can help reduce the time and effort it takes to meet one of the biggest cost centers in migrating to HTTPS, “mixed content”. NetScaler can ensure that all “mixed content” is sent in a secure encrypted manner. Modern browsers will refuse to load many insecure resources referenced from within a secure website. [1] NetScaler can ensure that you can quickly and easily meet the OMB standard and Federal agencies’ web content can be successfully rendered by modern browsers.

While encryption adds some computational overhead, modern software and hardware can handle this overhead without substantial deleterious impact on server performance or latency. [1]  An agency can avoid any computational overhead that can diminish a websites’ maximum capacity by using a NetScaler to handle the secure, encrypted traffic.

NetScaler is a standard in so many large internet websites that we have a track record of working with the latest encryption ciphers as they evolve over time, including newer Elliptical Curve Cryptography. Leveraging NetScaler allows an agency to deploy HTTPS websites, and rollout rapid updates to certificates and ciphers as the standards evolve over time.

Using the NetScaler to secure and encrypt your existing Federal Government Website can give you some additional benefits beyond just HTTPS .

NetScaler is in Gartner’s Magic Quadrant for Application Delivery Controllers (ADC)  and is used to secure and optimize most of the  largest Mediametric websites in the world. Find out how Defense Logistics Agency uses NetScaler’s GSLB and other Citrix technology to secure their agency.
I am always willing and ready to discuss the challenges of deploying secure, encrypted Federal websites. If you have any questions about putting the S in your HTTPS please feel free to contact me at Jose.Padin@Citrix.com or on Twitter @JosePadin.
