In the U.S., the FCC will issue bill overage notifications starting in October 2012. The European Union countries implemented data roaming caps on July 1 of this year. Australia is joining the trend toward bill shock regulation.

Not only is bill shock a negative consumer experience, but it also imposes cost penalties on mobile network operators: “Bill shock can also be costly for industry. One estimate suggested that wireless broadband-related bill shock had cost one provider, Telstra, as much as $90 million in the 2010 financial year, through waiving fees or writing-off debts owed by consumers who cannot pay their bills.”
